They have discretion. It involves running a team well, building a winner, making smart decisions, and having respect for the players who play the game. If Cleveland hadn't blown a crap ton of money on suspect players or gotten a real coach Lebron might have stuck around.
Getting a low character guy like Delonte West didn't help, especially when you account for the fact that Lebron was known to be close to his HS teammates.

Combine that tidbit with the staggering difference in care and execution between the two teams made it an easy choice and the right choice for Lebron.
