While I wouldn't shed a tear if that were the case, you simply can't derive enough intent out of that incident with Rodgers. You have to default to previous history. Had that been anyone else with a clean record it would have probably been a non-conversation.
It's not like he walked over to Rodgers from the other side of the field and deliberately stomped on him.

i play on an organized football team in a rec league, and this kind of stuff happens all the time with people getting stepped on by accident, and when it happens, you don't take your foot off and gain balance, then again place your foot right back in the same spot and keep pressing with your full weight as suh did.
oh, and then he totally ignored the fact that rogers shoved him like 'GTFO of me', he acted as though he didnt do anything wrong, when obviously you can feel you aren't stepping on grass and are on a person.
what normal people do who aren't trying to hurt someone do, is they lift their foot up almost instinctively while off balance, because they realize they are stepping on a person, which is obviously a different feeling them stepping on the grass.
oh ... and then you have to put all of this in consideration with his past history, so yes, you are right in that manner. and it SHOULD play a part in his punishment.
