Yes, that would be a borderline unnecessary roughness penalty this year. There are tons of plays where players are hit too hard and receive unnecessary roughness penalties:

Different (more pussified) year, different rules. Hard hits like this are getting penalized more and more by officials. I have no doubt that had Burfict hit Brown lower it still would have leveled him and drawn an U.R. penalty.
Those were all flagged more likely due to the fact that the hits were near (not on) the neck/head area and the refs didn't see it properly than it was for hitting too hard IMO. Shame you can't challenge such penalties.
Rule changes for the 2015 season made no mention of looking out for harder hits. Mostly in line with not hitting head/neck if anything.
