What these guys are saying, don't listen. Right now, you're at 9% IAS, you want to get to at least 26%. Boots are the last upgrade you should worry about. As long as you have 12% move speed, they won't contribute more than like 4% to your total DPS.
First upgrade: Amulet and helm. You want these 3 stats, STR, attack speed, and crit chance. Amulet: Str doesn't really matter, just some on it. IAS should be at least 7% and crit at least 6%. Helm: get an Andariel's Visage with under 10% extra fire damage. Try to get one with 9% IAS but, 8% will still put you over the breakpoint.
The next breakpoint you want would be 37%, so you're going to have to upgrade 2 more things. A ring with the same idea as the amulet and some IK gloves with IAS as well as crit. Now, since you only need 11% more, you can get 6% IAS on each and be fine.
And when shopping for jewelry, keep in mind crit damage and average damage are bonuses and if you have to pay a little extra and get one of those stats, it is worth it. I would focus more on crit damage and then average damage.
After you make those upgrades, start saving up for a good chest with 120+ Str, 60+vit, 70AR and sockets. I think I paid around 30mil for my IK chest.
Also, you can use D3UP.com to see what percentage each piece of gear you have is contributing to your DPS and EHP. It can help prioritize upgrades.
EDIT: For your follower, I'd use the scoundrel with the 3% increased crit chance. The 3% IAS you get from the enchantress is worthless unless you are within 3% of a breakpoint. It will add some sheet dps, but it won't actually effect the actual DPS you do as a WW barb.
