You apply them to your character. In the Kanai Cube, there are three boxes at the bottom that are associated with Weapon, Armor, and Jewelry. When you click on one of those boxes, it opens up the menu that I was talking about earlier. The menu is really just a grid of all the different effects that are available, and when you breakdown an applicable legendary, it will no longer be grayed out in the menu. At that point, you can apply it to your character.
When they say you're limited to three effects, that's really just 1 weapon, 1 armor and 1 jewelry effect. So, you would not be able to have Furnace + Thunderfury's effect equipped at the same time as they're both weapons, but you could have Furnace + Countess Julia's Cameo "equipped" at the same time, because they are a weapon and jewelry (respectively).
Ahhh okay thanks for breaking that down, I get it now. Well...I guess I'm going to have to choose a class to play soon so I can start re-learning all the legendary affixes again and plot my character out. Hrmm....
I read somewhere (I think a Reddit sticky) that supposedly Barbs and Monks are supposed to own 2.3? Have you been reading into this as well? I'm not terribly picky on the class I just want a generally strong one.

One thing to add is that powers that have been retrieved are account wide, but you are restricted to equipping powers that you could normally use. In other words, if you couldn't equip the item that the power came from, you can't equip the power.
Honestly, I have no idea. I pretty much always play my Monk regardless. I'm actually looking to get Inna's set completed finally, and breaking down legendaries will really help with that. I don't really keep up with the "build meta", so my Monk is still fire based, and a Fire Monk will use Gyana na Kashu for the fireball effect when using Lashing Tail Kick. However, there aren't many slots that you can replace with Inna's other than maybe boots, pants, helm and belt. In other words, I can use the Inna's helm and get Gyana na Kashu's passive proc through Kanai's Cube.
When you say "account wide unlocks" i'm assuming this wont transfer over to seasons? I pretty much only play seasons. I have like 6 retired season chars all decked out ~350 paragon I think. Might tinker with the cube when I get home.

Decided to finally roll a WW Barb, always played Wiz/DH.
1) Holy god is it awful to play WW barb before getting your 6 PC wastes bonus, you just don't add anything to the party.
2) Once you do get 6 piece Wastes bonus the game is a joke, I could probably close my eyes and just WW around and never die. On Wiz and DH mobs can still at least kill you even if you do have super high dps but make a mistake. There are no mistakes on Barb, you are immune to stuns with Ignore Pain up 75% of the time and as far as speed running goes 200% movement speed is more than enough to complete T8 and 45 rifts in under 2 mins.
3) As far as pushing the limits I'm sure it will get more difficult to make sure CDs are popped correctly and you are taking advantage of the CoE buffs.

I played the heck out of LoD back in the day, but I'd never go back now that I have RoS and Path of Exile. RoS is the ultimate gear hunt for about a 15-20 hour stretch. You don't really have to worry about your character stats, it's all gear all the time. Path of exile is all about building your character. Gear is still super important, but you have to learn to navigate that skill tree.
I'll crush through season 4 in the next two weeks, then I'll go back to PoE for the next race season. LoD was amazing but these two games have replaced it for me.
Did that for season 3. So glad he is now out of season in my regular roster with even more paragon. Probably my favorite char right now.I'm working on a season 4 WW barb. He's only level 50 right now, but man I am excited to go for that wastes set. WW sounds legit with those pieces. Right now it's pretty weak as you said. I'm not doing that much damage.
