The Corsair PC2700 is better than the Samsung, but it's more expensive. A good place to get memory is Googlegear. The best choice there would be the Corsair PC2700 C2 with the silver heatspreader, for $151. If that is too expensive, the next choice would be the Samsung for $124.
Now, for a HSF, I would use your Taisol, and save your moeny on the GC68. Make sure to use some AS3 paste and it should do a great job for you. I have almost the exact same HSF on one of my 8K5A2+/1600+ systems @ 166mhz FSB, I just have the one with the copper bottom. It should perform very similar to it's copper bottomed big brother.
Last, I know you don't need more than 20GB of storage, but anything under 40GB is just not worth it. Most 20GB and 40GB drives are within a few dollars of each other. If you get a 40GB drive, I would suggest a Maxtor. However, your best choice, even though it is larger than you want, is the WD 80GB SE drives @ Newegg. They have 8mb of cache and perform close to SCSI levels. Last time I checked, Newegg was running a special on them @ like $107 shipped. That's an excellent deal.
