i have pulled in up to 500K/sec on a torrent before...usually i get about 50-100 though

Your ISP gives you access on one. There is probably a monthly cap though. Mine is 5GB.

well I'm talking about a newly seeded torrent. Ya know the type where it's gonna be really fast until you get close to the end and suddenly everything grinds to a halt

torrents are so overloaded right now. and no, isps generaly dumped or massively limted their binary groups long ago. i'm sure they started to get bandwidth raped once mp3 became hot many years ago... pacbell/cingular dropped theirs a few years ago.. u gotta pay.
