There was a great story on NPR a few days ago where they played clips of the Pres from his 1994 Gov' debates- He was quick and to the point- very sharp. NOT the same speaking style as the GWB of today.
His speaking style now is more affectation than anything else- it has to be a put-on. Listen to those '94 debates and you'll hear what I mean.
