That wasn't even close by Browner, the hit was totally with the shoulder pad and in a game where the offenses are struggling that could cost the Pat's the game.
While it wasn't helmet to helmet, it was still on a defenseless receiver. There wasn't much Browner could do about that, but it still was a penalty.
