ya, IIRC dell harddrives are mounted vertically inside the case

No. You should understand it's not the BIOS that gives overclocking ability, it's a function of the clock generator chip used. The BIOS is merely an interface to controlling the clock generator. The 8400 happens to have a clock generator on it that allows 1MHz steps, but there's no easy way to control it. CPUFSB can adjust it, but the chip isn't directly supported and changing FSB speed generally results in a lock up since most overclocking steps are in the 1200-1600MHz FSB range.
