Regarding the email server... The whole reason it was setup was to avoid scrutiny. There's nothing at all easier, more convenient, or secure about running your own email. That's like being offered gmail saying "Nah. It's easier to set my own server up". There's good reasons for not using gmail, but they don't apply to a government worker who should be accountable for what they do on *my time*.
