I don't know about that... The 60s and 70s were in some ways less sexually repressed than we are now. Case in point: The movie Logan's Run from 1976 has a significant amount of nudity, and it has a PG rating. Something tells me it would get an R today.
The face reminds me of Madeline Khan from Clue, Blazing Saddles, and Young Frankenstein. The background does look like one of the old sketch shows from the 60s/70s and Khan did appear at least once on the Carol Burnett show, though a scene like this seems more Laugh-In's style than Carol Burnett.
