I would still be uncomfortable or unnerved when he had zero reason to be scrutinizing me like that. In fact, I've had this happen before when I DID have a license, and still felt the same way.

We're not required to when they're off on the shoulder and there is no road hazzard, and neither did the big rig who was NEAREST to him. I was actually driving a tad slower than the big rig as we passed him, and let's not forget I was the one who changed lanes to let the big rig over (in order for him to give the cop on the shoulder more space).he didn't slow down when passing a stopped emergency vehicle.

When a doctor diagnoses or treats you in my state for certain medical conditions (e.g. that can result in loss of consciousness or altered mental status), he is legally obligated to report the diagnosis or status to the DMV.
