I have an old HP 6545c. Here are the specs.

500 mhz celeron
256mb ram
20gb 5400 RPM HD
CD-Burner
And a brand NEW power supply.

The PS that came with the PC finally went out a few months ago. I just ordered a new replacement PS from affordablesurplus.com. The new PS came in yesterday, plugged it to everything in the PC. Everything turns on and spins up. But it didn't POST. I am not able to see what's on the monitor. Everything worked just fine before. Now I can't do anything with it. Next to the BIOS are some jumpers with a description on how to set the jumpers to clear the BIOS or whatever. I did that, and nothing happened. Will I need to replace the battery or call it quits. I was hoping to use this PC for linux, I guess that won't happen anytime soon. Any help would be greatly appreciated. If I left anything out let me know. I will monitoring this topic till the PC works. TIA

After double-checking all your connections, take out the memory and power it on: if you get beeps, chances are you have a bad board and/or video card. If it's silent you may have a bad cpu.

Did you catch a surge? It's entirely possible that when the PS blew, it took out some friends with it as well

I had a PSU go out on a Emachines and it took the motherboard with it. The motherboard would not beep or anything no matter if I took the CPU out or the memory. Chances are if you get no beeps with the memory/CPU in or out or even the video card(if it's not onboard) it probably took the mobo.

I want to thank everyone who replied. The PC doesn't have a video card it is onboard. I was hoping it was not the mobo. I wanted to try out Debian. I tried everything. I did it with everything connected and connected every component one at a time. I even took out the ram, it is only one stick but I heard no beep. Even the processor I had taken out, and no beep. But, when I took out the processor I had a look at the socket and parts of the socket were brown. Now, my dad had this PC before I did and he was a smoker. I am assuming that the brown parts on the socket are from the cigarette smoke. If not than, it probably is a burn. I had to clean out the HSF on the CPU cause it was full of dust, I tried compressed air to blow it out but it was stuck to the heatsink with a gooey substance which was probably cigarette smoke. Anyway, thanks again for all of your help. I sure do appreciate it.

try taking some rubbing alcohol and a cloth and wiping the CPU and anything else that looks brown. If it comes off it mostly like is from cigarette smoke. Although I ain't 100% sure alcohol will remove it but it should. If it doesn't it is most likely burnt. But like I said I ain't for sure since my PC ain't around any smokers.

BTW are you talking about the parts in the middle of the socket that sets under the CPU once installed? If it shouldn't be from smoke. It would be hard for it to get under the CPU like that.
