Of course, no matter what vaccine they develop, it's just addressing a symptom, not the behavior that's the actual problem. Unprotected and/or promiscuous sex is still a problem.

False, vaccinations are for entire populations. If an effective AIDS vaccine is developed that can be safely administered without significant side effects, every single person in the world should take it.

With regards to AIDS in Africa, the key problem is that without unprotected sex no new babies will be conceived... which puts condom use against a pretty strong headwind of the procreation drive in areas where the inhabitants are biologically motivated to have as many children as possible to ensure that some survive.
