I don't believe it's just stupidity and ignorance that led to a near-unanimous passage of the law though. It's more PR and appearances imo.
I would suspect it was to placate the public by giving the appearance that government was doing something for a few incidents that had occurred with disastrous results from backpage deals, as in death. One guy, James C. Brown was a backpage murderer. Desiree Robinson was different. She got murdered and her mom sued the site. Suits were filed against backpage and dismissed.

It may not be that the politicians did not understand, but rather they wanted to end the stream of bad news from backpage that constantly entered into the local court system and news cycle. That's what politicians don't want, is the foulest segments of society making themselves far too prominent in the news cycle and legal system.
