If they're painted with water based paint.

Water based paint can be washed if it is glossy.

In either case, once the paint has dried, water won't dissolve it. The latex has already polymerized, or whatever it does.

It's non glossy. It did not completely wash out, but it did get a bit lighter and there was a bit of paint color on the rag. Hardly noticeable thankfully. This is also fresh enough paint from only a few months ago, so that could be a factor. I'm sure over time it cures better.

hm must be really cheap paint because even non gloss should not come off easily with water once cured.

I learned in my early days of owning a house that you get what you paid for. Never go cheap on paint. And especially never go cheap on polyurethane.

We painted our house with Behr semi-gloss and the walls are washable. No problems.

Some flat paints aren't very durable when washed.

Water won't generally affect water-based paint on walls after the paint is cured. In fact, you can soak items with cured paint in water for a week and it will hardly break down, such as to get paint off a brush etc.

Btw, the best thing to clean marks off walls with is a Magic Eraser, or better yet, the knock-offs sold at Dollar Tree.

I'm wondering if plaster has some kind of effect that would of maybe caused this too. I was cleaning an area I plastered so some plaster got on the rag too. At first I thought the plaster was just spreading on the wall making it look like I was taking off paint, but then I saw the paint color on the rag. The wetness made it look worse though, after it dried, it's not even noticeable that paint came off.

I actually have a magic eraser, I'll have to try that next time.

what are you washing? paint or plaster?
if its a big area you might as well throw some new paint on it.

Magic Eraser is abrasive and will remove more of the paint than just a plain rag. I just did a stripe job and used the magic eraser to remove a couple of splatters completely.
