Opinion on cheap GPU

Building a very low end PC out of spare parts for a friend. Running an AMD phenom 2 and 8gigs of RAM. Not for gaming just to be used for work stuff and light web browsing. Maybe play videos

Just newegged most reviewed card under $100 and got this

Is there any video on the mobo? If so, it may suffice for those light duties.

You may want to consider DX12 support, though.

Bit expensive for what you get. I'd recommend stepping up to an R7 240 if you are going to spend that kind of money:

It's a much newer design, with a better hardware video decoder- and with better Windows 10 support.

If you haven't bought a phenom 2 yet, get an APU as a starting platform.

If you're willing to buy used you might find a good deal under $100 on ebay. I am not sure if the bitcoin miners ever used R7 for mining. That's the big concern buying used.
You might also look for openbox or used on amazon. They're pretty good about returns. Most of the time.

if you are not gaming the 5450 might be sufficient but, I wouldn't recommend buying it, for almost nothing more you can buy less outdated and less horrible cards... the 5450 only has 80 VLIW5 SPs and 64bit slow memory and it's super old, driver support might be ending soon judging by past AMD generations; the 5000 series are the oldest AMD products getting a new release driver for windows 10 for example.

also, check if your am2+/AM3 board don't already have an IGP, it could be enough.
