Here's the build:
Case: Antec P180 ($120 @ Frys - ordered)
PSU: Corsair HX520w ($130 @ Newegg)
CPU: Intel Core 2 Duo e6600 ($313 @ Newegg)
Motherboard: Asus P5B Deluxe ($183 @ Newegg)
Thermal Paste: Arctic Cooling MX-1 ($7 @ eBay - ordered)
CPU Heatsink: Tuniq Tower 120 ($45 @ Cooler Guys - ordered)
Additional 120mm Fan: Yate Loon D12SL ($5 @ Cooler Guys - ordered)
Memory: 2GB Crucial 10th Anniversary DDR2 667 PC2-5300 ($230 @ Newegg)
Video Card: PowerCooler Radeon X1950 Pro ($220 @ Newegg)
CDR/W+DVDR/W Combo Optical Drive: Samsung SH-S182M ($33 @ Newegg)
SATA Hard Drive: Seagate Barracuda 7200.10 320 GB Perp. Recording ($95 @ Newegg)
Monitor: Dell 2007FPW ($384 @ Dell.com - ordered)
Operating System: WinXP Media Center Ed. w/ Vista Coupon ($110 @ Newegg)
I also ordered a Logitech QuickCam Communicate STX 1.3WebCam ($41 @ Newegg) because that is more important than a separate sound card to me at this point. I want to see what impact Vista has on Sound Card technology and so I will wait till next year to buy one. If I had to buy a sound card right now, I would have gone with the X-Fi XtremeMusic.
The total comes to about $1,910 shipped for everything. I have held of pushing that "Checkout" button on Newegg pending your review and comments. I will be buying a DX10 card around the same time next year so the X1950 should be fine till then.
Edit 1: The purpose of this build is to play games, listen to music, browse the net, some light amateur video and photo editing. I also wanted a silent and cool PC without having to go the water cooling way.
