It may not be throttling, but clock stretching.

Not that you can guess on anything given the absolutely ZERO effort for the Thread opening salvo.

I had this happen to me, when I tried to OC my Ryzen 1600 CPU to 3.8-3.9Ghz.

Some of the boot attempts, benchmarks were higher, but the "feel" wasn't as smooth on the desktop, there was some stuttering.

Then again, that was attempted with the stock heatsink.
