Overheating problems on a P4 3.4

After much work, the lowest I can get the idle temp is 60C with all the fans on max power. Under full load I regularly hit high 90s and the computer restarts. I am using the stock heat sink, which i know is bad, but shouldn't the computer at least run? I have reapplied the thermal paste, and the heatsink is HOT to the touch, so it's making decent contact. I'm just not sure what else to try as I would rather not buy a new heatsink/fan, since money is a bit tight. All suggestions welcome.

rewire your cables? duct your cpu cooler to the outside of your case? cool the ambient temperature of your room? AC?

have AC, house is normally about 74F. The air coming out of the case is cool and not warm under idle.

I was gonna say that your temp sensors might be wrong, I guess not, do what Louisssss said, rewire your cables, although I did a horrible job with wiring in my computer and it runs pretty cool.

if its cool air coming out the back (like room temp air) then reseat (reattach) your stock HSF with a paper thick layer of AS5 and try again, you're probably aseating it wrong

even with the stock heatsink your processor shouldn't be high that idle and it shouldn't restart or turn off from overheating....

how much thermal paste are you using?
is the heatsink mounted correctly?
is the fan spinning on the heatsink? is it plugged in?
how is the airflow in the case?

Is your CPU thermally controlled? Do you have a thermal diode? Did you make sure the HSF isn't sitting on the thermal diode?? Be sure that there is absolutely nothing in the way of the HSF and processor. Also make sure that the CPU fan isn't turning off or anything like that.

Hi, I'm in the process of testing about 10 mother boards and 4 processors. Moving the processors pointed up the fact that the Heat Sink can be put on wrong on some older boards Socket 370 for sure. Some HSs have a ridge at one end and some have it on both ends. On those you have to make sure that the ridge or ridges straddle the processor or it is held away from the "Hot Spot" on the processor. The HS can not do it's job if not in contact with the processor. This may not help you, but may help someone else with the same problem. I've never seen a P4 type HS with the ridges.
