It doesn't mean it wont be a good ocer, but in general newer stepping result in better ocing.
I have seen 2.8c mo which for the most part were P4EE chips that the l3 cache did not pass for some reason and were down binned. I have seen many 2.8c D1 stepping chips get to 3.5ghz on air with 1.6v or less of actual vcore. There are many things that can hold you back form this besides the cpu alone so start pushing ahead and find out for yourself. Then report back to us and we will try to help you read the results you get and wheter the cpu can go higher, is too high, or you have other components that are ultimately limiting you.
I have a D1 stepping 2.4ghz that does 3.5ghz with 1.6-1.61v of actual vcore and has been running that way since Feb 04.....I have also seen ppl get M0 stepping 2.4ghz chips not get past 3.3 to 3.4ghz at same vcore. Mileage really does vary when it comes to ocing. It is a game we play and love....
