Next I would try using a PSI video card. See if that boots up for you. Check using a different keyboard also. I know these might sound "simple", but you would be surprised how often they are the culprit. Make sure you have NO other cards in the system. No sound card no NIC's nothing.
I have spent an hour looking for a solution only to find my keyboard had something resting on one of its damn keys! lol. (not sure I should have admitted to that one...).
You should also make sure that you "reset" the bios jumper on the motherboard. Make sure you completely disconnect the power supply when you reset the bios jumper though.
