That's just a stupid assessment, dividing unpaid hospital bills by each person in the U.S. The metric is how much is each hospital losing per year.

Given that, the $41.1B lost in unpaid medical bills by hospitals in 2011 averages out to $8.3M per hospital, using 4973 as the hospital number. That's the metric you should be looking at......and how do those $8M losses get covered each year?
Taxes, mostly on property owners. So, tax payers are paying for health care, no matter the system instituted.
