A cut is spending less (adjusted for inflation) than you spent the prior year. That's how people understand a cut.It doesn't say that, it says phasing out Medicaid expansion. The Medicaid expansion was put into place via the ACA to cover those that cannot, by the states that accepted and implemented it. How else are you supposed to read that?
Oh, and you're the one playing semantics. If the plan changes the amount to be spent, it's a cut. Otherwise, there would be the 'option' to continue spending the original amount.
Again it's the expansion of Medicaid that being cut. The rate of expansion needs to be cut.

That's the way I read it. Either the states can make it up on their own or they can cut it to sustainable levels.
And I remember people stating that T-Rump had no chance of getting elected. I even warned people at my office the night of the election to no underestimate the man. I have him no chance to win the GOP primary when he first announced and after he did, I never said another word on his chances....even when the infamous "Grab them by the pussy" video was released. There's severe partisanship going on right now and they will do their damnest to push it through regardless of how the people feel.
And the states have plenty of time to sort that out. Understand that who pays for what on Medicaid is not going to control the costs of healthcare in this country. All you're doing here is picking winners and losers
