I'm running Windows98SE, is it possible to set up a password page for Internet Explorer5.0 (i have ATT cable), so i can keep my kids off the 'net when i'm not home?
Because 9x/ME don't support various user level access it's impossible to do without the aid of third party support.
Do you have a software firewall or hardware firewall? It really shouldn't matter i guess, all you have to do is block port 80 before you leave and open it when you come back. If you run a linux based firewall, i'm sure you could simply write a shell script to say block port 80 at 8 AM and open it at 5 PM and place it in cron
One thing that we do at my school is enter in a proxy serverin the LAN settings. I'm not sure if you can do it in dialup, but if your kids don't know how to get rid of it, then it wont allow them to go anywhere.

I wouldn't underestimate kids! They will soon figure that out.
It sounds like you could do with some third party software such as NetNanny.
