Put the jewellery into Cassia's craft window that says anoint with the oils and hit anoint
You talk to the league npc, Cassia
You can. Pull up your passive tree in game and look at various nodes. You'll see 3 different color oils on nodes. These indicate what oils you need to craft that node. Talk to Cassia, put in your amulet and put the 3 specific color oils in of the node you want and it will craft it on your amulet. When you wear that amulet it will active that node and you'll see it active if you pull up your passive tree.
I have now hit roughly 9-10 million shaper dps 👍😁

You don't need to do that challenge for 36 but if you want to then run scarabs and zana mod.
tips for mapping noobs: (which i was in Synthesis, and less so in Legion)
spreading shaper and elder influence:
all you need to do is run a map which is connected to a shaper-influenced map, and the influence will spread to it as well.
then, to spread elder influence, run shaper influenced maps connected to elder influenced maps. this typically means that you run the same map twice if the map is connected to an elder influenced map, and then the the influence spreads.
to spawn elder guardians (not the 4 guardians - chimera, pheonix, minotaur, hydra) you need to spread enough elder influence to cover 20 maps and guardians and red elder will spawn. you must kill all elder guardians and then kill red elder (elder in a red map).
The problem you have is that you have to spread influence up to a T15 as part of the quest line. So someone who is newer to the system ends up having to do the process twice of spreading and spawning elder because they don't clear up to a T15 before they spawn him.
The trick is to get his influence into the red maps and clear your way through a t15 before you start killing the guardians. So even if you do spawn him, keep expanding the influence to get that t15 done before you move onto his guardians. If you do it this way you only have to spawn a red elder once. Which is much more annoying to spawn than uber elder.
Killed Uber Elder 4 times so far, 3 Jewels dropped (not great ones) but still nice to see the White colour and sound effect.
that white drop and the noise really is great. It sucks when it happens and the screen is still chaos and all you want to do is get it picked up but there's MTX and particle effects every where still.
Played a little last night and this morning. Got Elder spread quite a bit, but still no red guardians yet, but it has to be pretty close I think.
And again, I go too headlong into mobs and get poisoned or 1 hit.
Almost done with breeches challenge
I failed at a T15 blight map that I pimped out and thought I could beat. I did not. And I cried.
I gotta knock out that challenge too. Not seeing how to buy blight maps on poe.trade though.
I also need to do that challenge but will wait until my gear is tweaked further.
Have around 13 tier red blighted maps saved ready for later.

Edit: Took a quick look at the poe wiki and at the bottom in references it lists the Menagerie and Mine Encampment waypoints as bugged for the Locomancer achievement in v3.5.1. Dunno if that's been fixed yet.
Edit2 : Maybe you're missing the waypoint in act 5 that disappears once you kill the templar boss. You should be able to still do it by partying with someone who hasn't killed him, I'd check the party board in act 5.
Edit3 : You grabbed the one in the Epilogue right?
