Actually, interesting enough, I just found out one of my 3 Paypal accounts indeed got an email from Paypal on Feb 9. It clearly says that "Get $ 15 back on your next purchase of $ 30 or more." This paypal account is linked to my credit card and banking account as well. So, I'd say it's totally random to who receive the promotion or not, I guess.

I opened a second account when I received the e-mail a few days ago. I did sign up deal for both accounts, and both were accepted. Today, I typed in my two emails, one was ok, one was rejected. Oh, well...

Hey~~, on second thought, there was a banner on PayPal homepage about this deal for everyone to see, how can they take it away?! Now I am not happy.

What is irrational to me about PayPal's selective customer treatment and rule changing mid-offer is that the sign up page has been up and remains up to this day and they aren't treating many of their best customers with the same offer and respect as "the chosen few", however they happened to be selected. I conduct transactions all the time and am responsible for $1000s in revenue for EBay/PayPal as I'm sure many other rejected people for this offer are as well so they ought to be far more careful with how they treat their customer base. We are EBay and PayPal. As far an I'm concerned, this situation is just another nail in their coffin, at least with my account. I know many who no longer use eBay at all for all the many problem issues incurred, particularly citing the expense.

I used to really like PayPal until they started to have issues like this topic discusses and when I started adding up the total taken from Auctions as you really need to accept credit cards these days. Many of my auctions approach 10% total transaction costs that has added up to well over $1000 over the years and I don't even sell that much. It's just too expensive and very unlikely to change as it; eBay (with PayPal) is now a profit driven public company.

Places like Craig's List and Heatware may indeed be the future as mostly all that eBay does is just exchange buyer and seller email addresses and help complete the transaction and maintain a ranking system, all of which can and will be duplicated for much less as time progresses I sincerely believe. Free or nearly free sure beats having to deal with the large fees and this type of situation that happens all to frequently with PayPal. Overstock.com auctions are my next stop to help the competition succeed so prices can drop. Overstock just needs to reach a critical mass of people and they have their retail business to fall back on so they stand a good chance of succeeding, Yahoo's attempt and Microsoft's aside. I really like Overstock too.

Do you get any notification from paypal once you are registered and make a qualifying purchase, or do you just have to wait to see if you get the rebate or not?

yeah I'd like to know if one of my previous purchases qualified so I know whether I can use it now. You'd think they'd send you an EMAIL or at least a message to your PayPal account to let you know.

Wasn't sure if I registered or not so I tried to register again even though it's past the specified time period. Got a reply (on the browser screen) that I had already registered and didn't need to do so again. Now let's see if I get a $15 deposit based on my eBay purchase (I hope the seller doesn't have a private account, which would make the purchase ineligible for rebate).

Ebay and paypal really need some strong competition they are both money grubbing rip off scum companies IMO. The amount of money they take from sellers between the two is insane. Paypal practices are out right illegal and outrageous simply google paypal hate or scam and you will find tens of thousands of complaints.

openwheelformula1 Yes, I totally agree with you. I am refering to the fact that there is no real alternative no real competition. They have a monopoly and need some good competition to make them honest.

c2it was free at one point and even when they did charge money, it was alot less than PayPal. They never gained significant market share.

If it were profitable and people used it, they would still be around. Seems the sheep follow the herd and the herd goes to PayPal so PayPal cleans up.

The competition in the future that will crush ebay and paypal I hope will come from google. I remember when paypal charged like 10 cents per transaction no matter what it was. Ebay used to be like 10x cheaper than it is now to use yet they still raise the cost of listing something like 2x a year. I have no doubt that they are offering fees 10x cheaper in other countries in order to gain a foothold because otherwise there is no way they will take hold because local competition will simply offer the same product for half the price and send them packing.

As soon as google starts its own auction site I believe people will jump ship overnight as long as the product is similiar and half the cost or less. I don't think many people would stick with ebay or paypal given the choice based on the insane aggressive fee increases and morality on what can and can't be sold even though legal. Offer a cheaper alternative and I have no doubt ebay and paypal will within a matter of months lose 1/3 or more of its sellers and within a year lose more than half and more. They simply have taken too much advantage and people will jump ship and never look back.

I tried to use PayPal checked yesterday and today at cooking.com and it was foobar, kept messing up my total by like triple price, and basically didn[t work. Customer support had the same problem when I called in, so lotta bugs maybe.

If it were so easy to compete against these guys and take market share, someone would have already done it. There is nothing making them a monopoly, I mean no barriers to enter the market place like there is in the Cell Phone or other industries. All you need is the infrastructure and the advertising might.

Ebay is a noun and a verb, so is Paypal. Everyone knows what they are, they are household names, even to people that do not use computers.

Google is in the same postition, but the verb google means to search, not checkout or pay.

Just got the Paypal promo in my e-mail.

Looks like terms may have changed again (possibly for the better):

"Limitations. Limit one registration and one $15.00 USD rebate per PayPal Account. Offer available for a limited time. Offer is limited to PayPal users in the United States and Canada. Offer is non transferable. PayPal account must be in good standing prior to and throughout the offer period to qualify. If your purchase is refunded at any time you are not eligible for the $15.00 USD rebate. If the purchase is refunded after you receive the rebate, PayPal will deduct the rebate amount from your account." (now says per Paypal account, not per person or address).

So it's possible that you could get two rebates if you have a personal and upgraded Paypal account with different e-mail addresses.

But I'm wondering... if it has to be paid via bank account to get the $15 rebate.

Does anyone know if there is any restriction on using credit card to make payment to get the $15 rebate?

I remember reading that you must use paypal direct to pay for the purchase, what I mean is you can not use paypal debit card or paypal credit card. I am not sure if by your question you meant using an outside credit card through paypals systems though.
