I have a couple questions about paypal, I am considering a transaction, but I wanted to check first.
Essentially my question comes down to this: If I open an account, and sell something to someone (say on ebay). They pay with funds. I then transfer those funds to my bank account, and ship only after the funds appear in my bank account. If I always keep a zero balance in my paypal account, can they reverse the deposit to my bank account, or go after me in some way to recover the funds?
I am asking because I am considering an international transaction, where it seems the potential for fraud is much higher. What do I put at risk?
