pc starts lagging/stuttering all of a sudden

I think I found the problem...
Samsung magician update remind me yesterday that when the sutters began I actually did those stupid things with it... benchmark test, optimization etc. also at optimization I remember I had a lot of things running, now when I update it I ran the optimization and it said warrning that it's known that it sometimes makes files missing and that they won't answer for that problem. After I ran it, it took more time than on the older one, and it stopped stuttering... I still "lagg" is the right word in BF4 but it might be a normal thing or bad optimization, still trying to figure out since the BF4 is on Intel SSD which I can't optimize now cuz some RAID error that ppl have also cuz AMD chipset they write (ppl are triggered), I am gona secure wipe the Intel SSD and then via bootable USB the Samsung one and instal Win10 and see how it goes. But for now, NO STUTTERING since I run optimization on samsung manager that prolly fixed the fked up optimization from weeks ago. Not 100% sure yet but it's quiet obvious for now since I didn't get any laggs on youtube, browser tabs which were so dramatizing ;D, lookin those dam stutters at 144Hz :<
That reads like an impenetrable wall of text. If you want to be understood, I'd recommend putting some thought into grammar, punctuation and sentence structure.

From what I did understand: it's good to hear that the stutters are gone. As a general rule, applications that want to "optimize" your system should not be allowed to do so. Most do more harm than good, especially the ones that don't tell you specifically what they're doing, why, and allow you to disable/skip any parts you don't want. And if you're having issues and can be bothered to do a clean install, it never hurts.

actually the stutter is back, it's weird.
I just browse stuff, and suddenly it gets laggier laggier, then I move tabs to check, and they stutter like it's 30Hz or something, I open resource monitor and it's already gone, like opening other stuff fixes it somehow..

You need to do what people have suggested and then inform what specifically you did. So far, you've been posting random posts with zero info. No one can ever help you when you are just completely uninformative!

ok update:
I cleaned my whole pc yday, applied thermal paste new, barely took cooler and cpu apart to not pull whole case into the air ;D
Wiped the SSD's, intalled win10, so far, 0 stutter, 0 lagg in BF4, even the lagg that I thought it was cuz bad game optimization.. is gone, I hope it stays so, it's awesome

update: OK, lagg in BF4 came back, and it affected whole PC, sometimes it just mega laggs out for a sec. Like if I watch a movie it just stutters once, and it doesnt happen that often, kinda rng tho.

What made it go away after googling a while:
NVIDIA-MOTHER-TROLLING-DRIVERS
Possible solution:
appereantly, HD audio manager driver causes this, either this one or GeForce Experience. Found many topics on that, and a guy is certain it's HD audio manager. So what I did is run drivers, custom, clean install, uncheck 3D vision (3D monitor), HD audio manager (HDMI sound for monitor speakers), geforce experience. Only install display drivers and phisyx drivers, only those 2.
For now, it's 0 lagg again. And hell, I hope it stays so, it should be, gona confirm in few days.

To explain thise above, why I was happy 1 day ago. The guy here says it.. reinstalling Nvidia drivers made it go away but only for a while, like a day. And that's exactly how it happened to me, yday it didn't stutter (cuz I reinstalled win10 half day before that), today it started again since I let it run whole night, even after restarts it's the same, and it's rng how it comes, after restart it didnt lagg at begin but shortly began.

It sounds like 100% CPU usage. I would do a couple things.

Monitor task manager via details -> CPU as sm625 suggests.

If you are sure your HSF is mounted properly with a good application of thermal paste then try downloading Malwarebytes and Hitman Pro. they offer 30 day trial versions. Both are pretty good for finding malware and rootkits.

If they don't find anything and you can't see the problem in Task Manager, reinstalling Windows will be your best bet.

Edit: if on Windows 7 make sure to show all processes to monitor CPU usage. If it has been many years since a fresh install it may be time to reinstall windows.
This is the type of screenshot we need to see:

Enable your CPU Time column, and sort by that column. Watch that column while the pc is stuttering.
If you have a spare harddisk, I'd suggest installing a clean OS on it.
Install the minimum = OS + browser. ( I use www.ninite.com to get a clean setup of installers for my common installed things.)

The clean install approach can help narrow down software vs. hardware issue.
I don't find anything out of the ordinary in those screenshots, though why is the CPU at 25% if these are idle screenshots? Monitor disk activity.

The problem is solved. It was the NVIDIA drivers, clean install unchecking(which uninstalls them) everything except display drivers and physx driver fixed it for me.

Seems like the issue is with the newer drivers, ppl been writing how getting back to July 2k16 drivers works for them also.

anyway thx to everyone, now u know one more possible issue

I wonder if this is Nvidia's way of passively goading its users into upgrading to a GTX 10 series...

Given your history on this thread, I would wait a few more days before actually claiming it is fixed.

I did clean instal of nvidia drivers w/o unchecking other fields, same driver version, stutter came back in less than half day after. Just like the guy in the link.
Now it's been 2days already of gaming. I believe it's fixed.

And about GTX 1k series, haha I am not sure about that, I am going AMD next

Aso I got a 144Hz monitor with Freesync, going NVIDIA was a fail. NVIDIA is ok if u have the wallet to spend a lot more for same stuff for G-Sync
So that's 2 reasons why my next is AMD.
