Pc wont boot unless is overclocked

FOr some odd reason I have the following problem. I was doing some benching @ 4.8 GHZ when I shut down the pc. It would not boot. for several days I tried booting up with only the Windows 7 logo and then a BSOD. I could go into the BIOS so I did tried all the different settings such as the optimized set up which is the stock frequency, Pretty much everything on auto. No luck . In my Bios there is an option which is Overclock. you pretty much click on it and it overclocks the pc on the fly. and after clicking on it the computer did go in to windows. 4233 mhz. I decided to test it and see if the cpu was fried so I first run intel burn normal. Absolutely no errors. SO i went into AI suite and loaded my 4.5 ghz profile no problem no bsod intel burn no problems. So I went to 4.6 No problems 4.7 no problems 4.8 No problems. So I tried going in to the bios again tried automatic again everything and windows 7 log Followed by the BSOD 0000x 124. So I tried to duplicate my 4.5 ghz that I have saved on windows. Same results from the bios no booting into windows. went back to windows via click overclock @ 4233 no problems.
In summary my problem is that the PC will only boot from bios to windows on 103x41=4233 SET BY THE AUTOMATIC BIOS OVERCLOCK. Once inside windows I can pretty much overclock as before. Could this be a fried CPU? BAD mEMORY? .Updated Bios to latest after the problem and Clr cmos several times. One thing is that I borrowed my wife's 3770k and it worked normally. Could cpus be fried and act this way ?

Are you clearing your cmos properly?

I.e removing the battery and holding the case power and reset buttons for at least 30 seconds before replacing it.

Also have you got the switches on the mobo on the correct settings? I'm not at home to check at the moment but I am talking about the TPU and ?other? switch which are on asus boards (assuming you are using an asus board as you mention AI suite)

Yes the cmos was reset correctly. the swith is on off. that is the TPU. I am using auto overclock from the BIOS this is a MINI itx deluxe asus board

To me it sounds like a voltage setting or voltage off-set that is too low and when you use the "auto-OC" mode, it sets the voltage to the "factory safe" voltage settings for that overclock and by-passes/over-rides whatever voltage setting is currently borked.

So do you think is a Motherboard issue? not giving the CPU enough voltage. COuld it be that the CPU is damaged from overclocking and now requires more juice
