pc wont post. PSU works but still can be defective?

an old build I had used till recently since moving to AMD and I came to resurrect it to pass to my ladies daughters to use. I removed the heatsink and installed a different one, installed ram and I get long 3-4 second beeps that are looping. I get no signal on the monitor. I used 2 boards but to no avail.

my question is
-even if the psu fires up the fans and lights on the MB (bios led screen post codes) can it still be defective?
it doesnt seem defective as the fans run, the cd drawer opens and lights on the MB are up. but I also get no signal on the screen. tried to remove cmos battery and I pressed the bios reset button

1000w tagan psu (4 years old)

started with evga 780i FTW and it wouldnt post no matter what so installed a backup MB asus p5g41t- m lx and it wouldnt post either.

Q6600. would OC to 3.6 (winter) and 3.2 (summer)

2gb ram kingston hyperx 8500 ddr2 I had 2x2 kingston sticks and one stick is lost. I also have 2x1gb so for now thats what I have till I get a 4gb set.

EVGA 9800GTX. I installed my gtx 660 from my new pc inside and it too wouldnt give a signal.

its very dusty in my country. I use a makeup (blush) brush every few months to clean it. ive disassembled/cleaned/regooped/assembled my 9800gtx many times. I do have a new 600w antec psu I will try to use but its being used in the current pc at my ladies house.

any suggestions?

tagan is a known veteran and I bought it with intention to tri-sli which never happened as I had bent pins on my asus striker II formula socket so I tossed it and then got the evga out of desperation. I do not like evga gear to be honest. I think they are all fluff and no quality. and their cs to back up their warranty is not as good as people think. it said lifetime warranty on it. they dont honor that.

It's quite common for a bad PSU to power case fans and lights. Try a known working PSU and see if your problems disappear. If not then I'd suspect the mobo.

both mb wont post. doesnt sound reasonable. im leaning towards ram or psu.
kingston hyperx 8500 which is ddr2 with the 780i and the asus uses an econo 2gb kinsgton stick which is pretty new. so I have a feeling psu. will try a new antec 600w I bought just recently. the tagan is concentrated with a thick layer of dust

I think the kingstons hyperx with the 780i might be prolematic. not sure but just intuition

I've built and owned PC's for over 35 years and so rarely has a PS failed on me that when one started to go, ever so slowly, it took me a while to figure it out.

First RARE random reboots. This over months.

Than one day, the mb lights go on but the PC wont boot.

As soon as I put a new PS in, perfect operation.

So yes , there's enough juice to power up the board, but not enough to boot in a slowly failing PS.

Long beeps is memory error. You need to test with 1 stick & check each one individually in slot 1. Hope at least 1 works.
