PC wont power up, best steps to take?

Well, we can assume its either a PSU or mobo failure. (this girl's apt power went out, now no power up). So, what would be the best and simplist course of action to test the psu and mobo? Any help would be apreciated, thanks.

try using a different psu in it..... if it works... then its the psu.... if not.... its prob the mobo.......

Assuming you have an ATX PSU... Unplug it from the mobo and use a paperclip to jumper the green wire with one of the black ones. If the fan on the PSU starts, it's probably a problem with the mobo. If the fan doesn't start, it's probably a problem with the PSU...
