PC wont turn on

I had the PSU not secured into the case just had it laying on a box next to it with everything plugged into all the parts from the PSU correctly, I moved my PC upstairs and ever since my PC wont turn on, I even changed power supply's to a 500 watt Silverstone. It still wont turn on, everything is plugged in, including the cases power buttons to the motherboard.

Specs:
Intel Core2duo e4300 1.8ghz
OCZ Platinum 2gb
Giagbyte GA-965P-DS3
Western Digital 250gb sata2
eVGA 8800 GTS 640mb
Silverstone element 500 watt
Antec 900 case

Sometimes when I press the power button the fans on the computer light up and spin for a second. Does anyone have any ideas I can try?

edit: I tried unplugging most everything from the power supply and just leaving the basics with power it still doesn't work, could it be a fried motherboard?

edit2: I just burned myself on one of the capacitors on the motherboard, it wasn't REALLY warm it actually burned my hand, the power cord wasn't even in the PSU for a few minutes, is it possible that the motherbaord has gotten everything else in the PC fried? I don't have a 2nd PC to test the parts on so I can't check atm.

Are you sure the MB didn't get shorted out in the short move?

Take the board out of the case, place it on cardboard, then try to boot the system.

Nope same problem had the mobo on a piece of cardboard with the things plugged in and its a no go I can't even get the fans to spin for that 1 second when I press the power button anymore.

Clear the cmos and see it the board will POST with just one stick of RAM and the CPU installed. If it won't POST, I guess you got to RMA the board.

I find it odd that a cap would short out. Generally they die in an open state, like a circuit breaker. Look to see if there are any yellowing or browning spots on the under-side of the board because a shorted cap will cause real heat at FETS/VRM.
