PCI slots sharing resources with AGP slot?

Warning: Newbie question...

Could someone either tell me why the first one or two PCI slots are said to "share resources" with the AGP slot? Or point me to some online tutorials that explain why? I don't even know what to search for.

Second, if the first two slots do indeed share resources, than what devices would one be able to use that wouldn't conflict? (I know I wasn't able to use my SCSI controller on the first two slots with my AGP Radeon 8500)

I guess I'm just having a hard time understanding this - why would motherboard manufacturers design boards on which there is such resource sharing taking place? Why wouldn't they, by now, have come up with some kind of solution that addressed the situation and come up with a board where you could use any PCI devices in any PCI slot? Is there such a board out there right now???

OK, so my next question then would be, why can I use a LAN card but not my SCSI controller? Logic would suggest then that some devices do share resources with the AGP slot, and some do not. So how do I know what does and what doesn't? Is there a rule of thumb? A way of telling? Is there a "group of devices" that do share resources and others that don't?

(Besides, I have onboard LAN so that point is moot...)
