x1 and x4 PCI-E cards, sound or otherwise, will work fine in x16 slots. The extra slot length is empty and the slot will operate electrically at x1 or x4, as needed. Just like plugging a USB 2 or SATA 2 device into a USB 3 or SATA 3 port.
Assuming the motherboard implements PCI-E properly. (Some older boards built specifically for Crossfire or SLI have second slots that act wonky, but that's rare.)

I hear you. But all Im saying is there is no such thing as a 16x PCIe video card slot sized sound cards. thats all Im saying
no sounds cards ,,,,,,, now all them are short little PCIe 4x or PCI.
My onboard sound is cutting out so I want to use this card:

Edit: Btw, Tweakboy is half-right. You won't find a PCI-E sound card that has an x16 connector on it. So you could use the little short white PCI-E x1 slot on that board.
But like I said, there's no reason (in theory at least), that a PCI-E x1 sound card wouldn't work in the PCI-E x16 slot either.
However, unless that board is an X38/48 board, then by putting *anything* into the secondary x16 slot, then you will likely bring down the PCI-E bandwidth to both slots to x8, limiting your graphics card.
So it indeed would be smarter to use the small short PCI-E x1 slot (the white one) for the sound card. Score a half a point for TB.
