Not even close to being in the same league. The people in your photo appear to be on a stage and the costumes part of a production that deals with Russian culture where it would be appropriate.

The sorority girls did what they did with intent to disrespect an entire culture. If Penn State does nothing to correct this behavior then they are essentially condoning it. I don't think that's professional.
