Yeah I grok the usage. I meant I was pondering what could be wrong w/the mobo. I believe flagmonkey referred only to stuttering.
He's adamant the PSU is fine, and I don't want to go negative, but as I recall some specific models of the CX line are routinely denounced online. At least in the past. Don't have any recent experience w/GB software.
I'm back on the fence as far as GB goes. But I'd be happy if this thread could help flagmonkey solve that problem.
The CX450 is DC-DC topology, 37.4A in the 12V rail.
That PSU can handle a 2700X with an RX 580. It is way overkill for his system.

Do a fresh install of windows 10
1903. Reset the BIOS to default settings.
If you are already on UEFI F41, I don't know if you can go down to F25. Might be worth a try.
Make sure you install chipset drivers, and use Radeon adrenalin 19.5.2 WHQL.
Install also realtek audio from gigabyte,select the one that says Win10 1903. The windows 10 generic HD audio driver has very high latency, it can cause the stutters.
