Yes, this is a blog post. Sue me.

There is a .73 acre lot adjoining my property that TDOT took via eminent domain to build a highway. It's a piece of steep hillside property with little value - but I've always wanted it, just to make my property larger (& thus more attractive to buyers). So a few weeks ago I started the process to purchase it from the state. It would cost me roughly $500, they said.

When this all began, TDOT emailed me a PDF with basic details of the process. It was simple, they said.

A few weeks into it, TDOT sent me an email saying that I had to have their lot surveyed for the process to go forward. I could either use their surveyor for about $1700, or I could hire my own (which I found would cost me $1000). At the time it seemed reasonable, so I hired my own guy to survey TDOT's land.

TDOT approved the sale and the process neared completion. Then a few days ago, I received an email stating that to continue forward, I owed TDOT a non-refundable $2500 "appraisal fee." WTFx100. It turns out that without ever looking at the property, TDOT assigned it an estimated value of over $10,000. That's a problem... had they estimated its worth at less than $10k, then I would have paid a flat fee of $500 and the lot would be mine. Since their estimated value was $10k or more, they had a requirement to get an appraiser to look at the land and give an actual value. If I wanted the land, I would then have to pay 5% of the actual value instead of just $500.

The lot is worth nowhere near $10k. I can make a strong case for that based on other similar lots in the area that are currently for sale, the average cost of an acre in my county, and the actual condition of the lot.

I asked if there was any way to appeal their initial estimated value. As it turns out, there is a way: pay the non-refundable $2500, and the appraiser just might find that its value is less than $10k.

In other words, it's a Catch-22. To avoid the $2500 fee, the lot has to be valued at less than $10k. For the lot to be valued at less than $10k, I have to pay the $2500 fee.

I went up their chain of command, thinking that surely I could find someone in government who had some ability to think logically, and perhaps, compassionately. Nope - all I got were recitations of rules and regulations, and a lot of "our hands are tied."

So, good people of Tennessee... Please enjoy the survey of that stupid lot that I have provided for you at my own expense.

You made a mistake there. The point is that these are cash flow resources, not 'rules' based on 'logic'. It's a scam. Next time just build a house on it and shoot at anyone approaches like the Bundy's.

The state always demands a sacrifice.

Just that there's no blood and dead mammals(including humans) these days. Well, not deliberately killed humans and mammals....although a dead person might spawn the popping up of new signs and markings on the road not present before....or replacement of a chain link fence with a full guardrail.

Government is a business with flair and prestige.

I think this is in a different category having interacted with a number of state DOTs during zoning and leasing....they are entities purpose built to obstruct the progress of man through arbitrary decisions, stubbornness, and deep love of fucking people over with the rules (their rules).

However yes the good ole boy network is very very much a thing in rural/small town America. People think you only get shaken down in the big cities lol. Whopsies didn't use the sheriff's brother on a roofing job and now you've got to bail somebody out of jail.

Per "good ole boy",it's always about who you know. Used to send my mailing list via the USPS. Log in one day and it's gone. Yes, I should have backed it up....anyway, call, "We have a new system and your list is gone." At the time, the wife was working for a congressman. She gave a # to call. USPS SE district manager,left a message. 15 min later, the same "you're effed" person called me back. "You must know someone, I'm restoring your list." Lazy twats.

Cars are money for every state DOT, red or blue.

MD charges $135 for registration of a vehicle. Probably knowing that's very high, no safety inspections are needed ever.

Kentucky charges a personal property tax on cars that are owned. Given the logistics of that state, that's a crafty way to get money for someone's car hidden in a giant forested lot.

Is there any way you can show them comps instead of the appraisal? Should be pretty easy to prove what land is worth per acre in your area. Not sure how you get around the red tape stuff though.

Here lies your mistake ... while they WERE offering you a choice it wasn't the one spelled out directly in that email.

Essentially the "choice" they were ACTUALLY offering you if you read between the lines was "pay us now -OR- pay us even MORE later".




Based on the conclusion of your post I'm assuming you just bit the bullet and paid up... if so wise decision.

You really can't fight city hall... ESPECIALLY when the entire local "gubnint' is related to each other!

I've argued everything I can think of - they aren't budging. Neither am I, just on principal at this point. I have patience on my side... someday the economy is going to tank, property values are going to go down, and I'll revisit this process knowing that their estimate will have to be less.

Nope - I told them to close my case, I'm not pursuing it any further. So far I'm only in $1k, and know that to proceed I would have to pay at least the $2500 appraisal fee, plus at least $500, for a total of $4k. That's probably not too far off from what the property is actually worth - but it isn't worth that to me, at least not at the moment. I'm also concerned that they might spring more fees on me that they failed to mention earlier.

He probably won't live long enough to see Texas turn blue and then a wave starts migrating towards places like Tennessee and the jacking up the property values all over.

Scotty Kilmer moving from Houston to Tennessee might be a prelude for something that might happen in 20 years.

Seriously! I just moved back to Hawaii from Houston and I’m paying 3x the price for a house that’s 1/4th the size... 🤦‍♂️ For the price you’re upset about I wouldn’t even blink...😂

Hawaii being expensive is a better fate than other countries. They become tax havens that enable all sorts of corruption because that's the way they can get money into their economic system.
