You also have to account for reaction time, and needing to stop slower in adverse conditions. Cars take anywhere from 120 - 150 feet or so to stop if you slam on the brakes. When there's ice and snow on the road, you're obviously not going to do that. I usually do 4 - 6 seconds instead of 2 seconds on the highway for that reason in winter time.

How about people do the responsible thing and just clean their cars before they get out on the highway and endanger others?

I was. I got hit with ice. Reasonable distance and safe-from-flying-sheets-of-ice distance are not the same thing.

Being in CA, you're out of your element. Snow/freezing rain or snow that melts then refreezes or wet packed snow will create a huge block of snow or ice that will break off and can crack a car's windshield or entirely cover the windshield of a car and blinding them.
Note - I have a SUV and use a broom to get all of the snow off the roof of my truck. People need to stop being lazy and self-fish.
I grew up in upstate NY. Drove many years there through the winter months.
I can remember snow blowing off the car in front of me on numerous occasions. One quick sweep of the wipers and it was gone. Honestly, it's no worse than someone going through a huge puddle of water and throwing a sheet of water at your windshield.
