edit: I DO think his comment about slowing down testing was a joke, and I thought it was funny in a dark way. However, instead of saying "I dont kid" (which I think was made to troll the left) he shouldve said "Of course I was kidding". That was moronic to say.
Trump is so smart that all statements he makes exist in a superposition of being both true and false at the same time and we can only know which form any given statement will take after the reality it creates collapses into a definitive state, but even then it might re-emerge to a superpositionality state at any time.It is amazing that at this point Trump has so little credibility that conservatives are now demanding we prove Trump’s own statements about his actions are true, and they are doing this while DEFENDING HIM.

It doesn’t matter, the President said he wants to slow down testing because that will show fewer infections and he said he wasn’t kidding.
That’s it there is nothing else to understand.
As previously said, even if he didn’t that means he’s repeatedly lied to the country about attempting to inhibit the government’s ability to battle a deadly pandemic disease.
I really do wish you guys would pick a side between ‘he’s a straight shooter who does what he says’ and ‘nothing he says can be believed’.

President Donald Trump now says that he was not kidding when he told rallygoers over the weekend that he asked staff to slow down coronavirus testing, undercutting senior members of his own administration who said the comment was made in jest.
“I don’t kid, let me just tell you, let me make it clear,” Trump told a reporter on Monday, when asked again if he was kidding when he said Saturday he instructed his administration to slow down coronavirus testing.
The President then sought to highlight the US coronavirus testing numbers and asserted that “by having more tests, we have more cases.”

Despite White House Press Secretary Kayleigh McEnany claiming Trump was being sarcastic in saying “I don’t kid,” it seems his Tulsa remark has become manifest, as the White House is planning to end federal funding for 13 coronavirus testing sites across five states on June 30.
The sites, down from 41 originally put in place to speed up testing at the local level, include seven in hard-hit Texas, where cases are currently surging, as well as two in Illinois and New Jersey and one in Colorado and Pennsylvania each
