Perl is a scripting language, it is not generally compiled. You can download Perl for Windows at Active State's Website. If you're running a linux distro, it likely came with the distribution.
I agree, download the perl interpereter for windows from Activestate. A few tips: you can't flock a file with activeperl, it gives you a compile error; type perl -c to test run it and get the compile errors.
