Notice how the US government made the reparations instead of the individual guards. Because it was the US government that was the one responsible for what happened.
You do know that the SCOTUS during WW2 found that the interment of US citizens of Japanese descent legal? Wasn't saying it was a good decision the actions where declared legal by the highest court in the United States. So the individual guards for these camps actions where legal under US law in-place during this time period. Also no international law in-place during this time period made these actions legal.
