I have a strange issue with my home phoneline network card in this one computer.
Its a PCI home phoneline network card and the download speed is only going at half the max.
Here is my network setup:
Cable Modem -> Linksys router -> ethernet connection to Desktop1 -> XP network bridge, bridging phoneline and ethernet connections -> phoneline connection to Desktop2 and 3.
Desktop 2 and 3 achieve full download and upload speeds.
Desktop 1 achieves like 90% of the max upload speed and only like 50% of the max download speed.
I have tried many different things...
I tried new phone cables.
I tried ICS (instead of Network Bridging the connections).
I tried disconnecting the phone connected to the card.
I disconnected the APC which was being used to route the cable for surge protection.
I disconnected the 56k modem which was also routed through the connection.
I changed the PCI card in the machine from a linksys card to a netgear one.
I disabled all the unnecessary windows services.

AdMuncher

Kaspersky Antivirus v5
PivotPro (screen rotation software)
WinVNC Server
Thats it.
Windows XP Pro SP2
1024MB DDR RAM
120GB 7200RPM 8MB cache hard drive
Maybe it is a corrupt DLL or WinSock layer?
