Phoneline network card...speed issues

I have a strange issue with my home phoneline network card in this one computer.

Its a PCI home phoneline network card and the download speed is only going at half the max.

Here is my network setup:
Cable Modem -> Linksys router -> ethernet connection to Desktop1 -> XP network bridge, bridging phoneline and ethernet connections -> phoneline connection to Desktop2 and 3.

Desktop 2 and 3 achieve full download and upload speeds.
Desktop 1 achieves like 90% of the max upload speed and only like 50% of the max download speed.

I have tried many different things...
I tried new phone cables.
I tried ICS (instead of Network Bridging the connections).
I tried disconnecting the phone connected to the card.
I disconnected the APC which was being used to route the cable for surge protection.
I disconnected the 56k modem which was also routed through the connection.
I changed the PCI card in the machine from a linksys card to a netgear one.
I disabled all the unnecessary windows services.

Here is a list of the currently running software:
AdMuncher
DUMeter
Kaspersky Antivirus v5
PivotPro (screen rotation software)
WinVNC Server

Thats it.

Windows XP Pro SP2
1024MB DDR RAM
120GB 7200RPM 8MB cache hard drive


Maybe it is a corrupt DLL or WinSock layer?

start with layer1. Move the slow desktop to the same wall port and cord for the working one...(physical layer) and go from there

physical layer?

Both desktops are on the same phoneline. I have tried them on my second line as well with the same result.

layer1 of the OSI model...physical layer (some may say that's layer 8) so both desktops are on the same physical connection to the wall, using the exact same cable?

When I say same physical connection, I mean the exact same, not just the "same line" or "same line in the same room"...I mean the exact port you know is functional

I just had to google OSI...i had no idea what you are talking about.

Now I see.

Can you speak in lamens terms next time? Not all of us are up to par with these higher-level computer terms.

OSI is basic network stuff. Anyone who ever wants to understand even the most simple stuff, and especially troubleshoot simple stuf needs to learn the OSI model.

When doing network, you start with (again, depending on how you learned it) layer 1 (physical), then move to layer 2 (datalink/Logical Link Control) then layer 3 (network) then layer 4 (Internet) and keep moving up....


If you are a network admin, you actually start at the reverse when you get a problem. "I can't access the network!" "It's not the network, talk to the application/server team"...)
