If it is photoshoping of pictures you took, I don't see a problem with either forum.

IMHO, I really don't see the issue with posting questions like that here as It is a photography related subject.

well, you haven't been around much to see the way the mods react here.

I would imagine that if it's something particularly related to a photo you are working on, then you could post it here. Most of us SLR enthusiasts are fairly handy with the programs in our hobby.
