If the natural process could be accelerated, the part of California to the west of the San Andreas Fault would end up in the Arctic. Would that satisfy you?

I don't know, but that would have nothing to do with the movement of plates (or at least I don't think it would ).

EDIT: But seismologists do believe that cities like San Francisco we'll eventually end up in the Arctic Circle.
