First off, your budget is fine for building an internet browsing and general multitasking PC. If you capitalize on CPU performance and forget about graphics performance, you will also be able to do video and image editing without much trouble. However no matter what you do, your budget is not enough for playing demanding games on the highest settings. The best you can do is low-medium settings at playable framerates, but doing so requires a discrete graphics card, which takes away from your CPU budget thus making your Photoshop and Vegas potentially a bit sluggish to work with.

Is there any possibility of increasing the budget to $600? If not; since gaming is only 20% of your priorities, I'd suggest leaving it out altogether for now. If gaming becomes a bigger thing for you, then start saving cash for a midrange graphics card.

I assume you don't need to include a copy of Windows in that $450 budget? Are there any components you have left over from a previous PC, not even a hard disk or a case?

Is there a particular website you're buying parts from?

I don't think you can get everything you want. To satisfy all of your requirements optimally, you would need the following.

You'll need:
Xeon E3 1230 or higher (video editing, Photoshop). LGA 1155 ones cost about $220 new and around $200 on Ebay, cheapest LGA 1150 is about $250
16 GB RAM or more(Photoshop, video editing). Kit costs about $100 or more
Mobo (don't need the fanciest). Will cost about $80-$100
SSD(Internet browsing and general OS responsiveness). Costs about $90 to $100 for a 120 GB one.

You also need PSU, case, and OS. A decent GPU will cost at least $150 prior to rebates as well. With all that, you'll be going over budget. In addition, if you need more storage, you need another HDD. So, the thing to take from this is that you'll have to sacrifice in some areas to fit into you budget.

I think an APU system with no discrete GPU and a solid state hybrid drive is the best you can do if you want to build and not go ridiculously over budget.

A8-5600K($85 after promo at Newegg)
Mobo for ~$70
Ram for ~$65
1TB solid state hybrid drive for ~100
Cheap case($30 or less)
Corsair CX430 ($40 before rebate, $20 after rebate currently)
Windows 7 or 8(~90)

Also, your knowing your current hardware can help us gauge how much of a upgrade the new hardware is.
