My wife doesn't have extensive work history. She is applying for a job in local government where clerical will be her main task.

Since space isnt an issue, give an example of specifc spreadsheets or databases that were created and for what purpose. (even if it was created for a class project or for a club/church).

I would say instead of writing all of the descriptions in sentence form, make them actionable, quatifiable bullets. Especially the profile, it will not be read if it is in that format. I needs to be bullets. Here is an example from my resume:
