please recommend a tv-out / tuner card that supports HD

Hi guys.. I am trying to find a solution for my uncle who was about to purchase a portable media streamer (such as the mediagate) but was turned off by the price and bugginess of the product. I recently experimented with MCE and figured with the right parts.. we don't need the portable media streamer.. his computer should be able to do it all. But I'm not sure what to buy though.. here are the details :

What we want :

We want to be able to output video files to the TV with the highest quality possible. The files will be HD (1920x1080) wmv, mkv, ogm, agi, mpg. His television only supports s-video, component, composite (no dvi/vga or hdmi).
Optimally, the computer would also be able to tune his satellite TV that comes out of a standard decoder.
We'd also like to be able to do standard tv-out usage on the TV such as browsing the web, watching pictures.. that kind of stuff.

Obstacles :

The computer is about 30 feet away from the TV.. unfortunately

So my primary questions is.. what card can i get that supports HD output over one of those available tv-inputs we have (composite, component, s-video). Can HD be used over composite cable ??

I'm thinking it might be simpler to relocate the computer near the TV and pass a usb extension cord back to the office to take care of the keyboard/mouse. But what of his LCD monitor.. can I pass a 30feet DVI cable ?

Lots of questions I know.. so what card do you recommend that does all of this ?

Most newer video cards will support HD outputs over component. I believe any RADEON from the 9600 up (except maybe the X300), and any GF7 or higher (and probably some of the GF6s). You may need to buy an adapter if the card doesn't come with one.

No. You get 480i from composite at best.

Probably.

Get a separate tuner card for recording. They generally work better, and then it's not tied to your video card.

so what if didn't want to change the video card i've got right now. i was looking more into buying a tuner card that would do that.. which tuner cards support component output? otherwise.. the coaxial cable that comes out of the ati theater cards for instance.. that coax cable doesn't support HD does it ?? how come they market the card as an HD card then hrm ? and doesn't the coaxial cable that comes from my satellite dish contain HD? so how come i can't pass HD bandwith through my coaxial cables?
